Need to ask someone who actually uses them. DD believes EM has had some experience with Perseus.
Issue of whether the reference itself should be in an <xptr> , in an attribute value, in element content, or just sitting there in the text.
Concensus is to stick with <xptr> .
We like the idea of being able to point to a <refsDecl> elsewhere. The question is whether the reference to the external <refsDecl> belongs in the place of an internal <refsDecl> in the <teiHeader> or as part of the <xref> pointer. The latter provides elegant flexibility at the cost of messy markup.
